"Nothing really?" I don't believe you. The error you get back on the
client side *always* has an associated error in the apache errorlog.

No, this is a classic FAQ. You probably have a permissions problem.
The fact that you're accessing the repository via svnserve, file:///,
and apache all at the same time almost guarantees a permissions problem,
unless you've been *very* careful to do all these different types of
accesses as the exact same user.

Show us the associated apache errorlog message, and show us the 'ls -l'
output of the db/ area of your repository.
