The reason it doesn't exist is because 'global configuration on the
server' is a feature that nobody has implemented yet. It's a post-1.0
thing, because it requires a lot of design that nobody has yet had time
to do. Once it exists, we can have global, server-dictated auto-props,
and a number of other very nice features that people are waiting for.
