If you use SVNParentPath, mod_dav_svn expects to find repositories in
directories **BELOW** the value specified. For example, if you created a
repository at D:\SVN\test, it would be accessible at
http://localhost:/svn/test. Perhaps you should try changing SVNParentPath to
SVNPath?
