Rob,

There is a group of us forming to develop a SCC API compatible DLL for use
in VisualStudio, Delphi, Rational Rose, and the like. One expected behavior
by these clients is exclusive locking and/or shared locking. One part of our
product will have to be a solution to your problem.

If you are interested in contributing to the development of this product,
feel free to contact me off-list. In case you don't know, the SCC API is
covered by a Non-Disclosure Agreement with Microsoft, so if you want to join
our project you'll need to sign the NDA.
