Oh, I'm the one to pologise here! It was rude of me to write it, sorry.

You are absolute right. Windows has the biggest user potential at the
moment so it's very important to have binaries for that platform on a
early stage.
That said, the 0.36.0 code was tested on Windows (even when a Windows
release is not done) a day or two before the release:
