It's no signs of an upcoming svn.exe version 0.36.0 for Windows. But you
can use TortoiseSVN (http://tortoisesvn.tigris.org/).
The upcoming TSVN, wich is based upon 0.36.0 code are estimated to be
released 22.01 (and a prerelease are planned 18.01).

You can test your svn blame stuff from this.
