Are you using Digest Auth? That would explain this error message.
Subversion 0.33 grew a new feature that exposes a bug in Digest Auth
(the bug is filed in apache's bugtracker now.) Whatever the case, you
can't use Digest Auth with mod_dav_svn 0.33 or later.
