Unable to open root of edit

I keep getting this error at the client after upgrading my apache subversion
server to 0.36.0 when trying to do a fresh ckeckout:
svn: REPORT request failed on '/smdata/!svn/vcc/default'
svn:
Unable to open root of edit

I have tried with a 0.36.0 client on Fedora Core 1
I have tried with a 0.35.1 client on Windows XP
Same results for both.

I am able to browse the repository with a web browser.

Also, this show up in the apache logs:
[error] [client 1.1.1.1] A failure occurred while driving the update report
editor [500, #220000]
[error] [client 1.1.1.1] (2) No such file or directory: Unable to open root
of edit [500, #220000]

I used the binaries available form the subversion website for Fedora Core
for the server and Linux client.

I did use svnadmin dump and svnadmin load during the upgrade process.

Please let me know if more information is needed. I searched the mailing
list but could not find any thing pertaining to this.
