I have built the Perl swig bindings before, yet this is the first time I have
seen this library being required. I rebuilt SWIG 1.3.19 and this time it
installed libswigpl into /usr/local/lib. I don't know why it didn't do that the
first time; perhaps I deleted the library by accident at some point.

Another loop through `make clean && perl Makefile.PL` and everything builds fine
again. The client tests are failing (Ben Reser has been informed), so there is
still work to do...
