The primary advantage is: If you already use Cygwin, a cygwin-compiled
subversion interoperates *much* better with the Cygwin environment.

* Understands Cygwin paths
* Put the .subversion config area in /home, not in Documents and Settings
* Uses / path seperators
* For those of us tracking the trunk, build svn without expensive MS
software.

In other words, for people who use Cygwin because they are happier in a
unix-like environment, cygwin-subversion is a huge win.
