If I understand you correctly, you want project A to use the latest
_tagged_ version of project B?

The just maintain a B/tags/latest, and have A use svn:external on that

If you copied B/tags/latest from B/tags/X.Y, svn log in A will show
which tags B/tags/latest actually is.
