commit-email.pl and German log messages

Hello users,

I'm using the commit-email.pl script in my post-commit-hook and it's
working like I want it to do except for one little thing (as usual
*g*):

I've written a German log message in TortoiseSVN but in the e-mail the
ä becomes for example ?\195?\164 ... I understand that this is a
problem with the character sets and/or codepages between Linux and
Windows. My question is simple: I don't know nearly nothing about Perl
and just want to ask how I can replace all "?\195?\164" in the log
message by "ä" in the commit-email.pl script so that the log message
is written correctly in the e-mail.

I know, I should better use ae instead of ä and we try to do that as
often as possible but sometimes one simply forgets about it :-/
