Sounds like you're accidentally mixing two versions of Berkeley DB?
We've seen this sort of thing before, though I don't remember the
exact cause.

What happens if you configure with an explicit bdb:

   ./configure --prefix=/opt/subversion/httpd \
               --enable-dav \
               --with-berkeley-db=/usr/local/BerkeleyDB.4.0

or something like that?
