Hi Charles,

Are you able to try with a newer VM, e.g. Windows 7 or Windows 10, with the latest Tortoise SVN 1.9.5?

If it works in the newer version then it's likely an issue with 1.8.12. Perhaps try going back a few versions?

If it doesn't work in the newer versions, then it's likely a behaviour change that is incompatible with your SVN server (version 3.6 isn't even listed on their website: https://www.visualsvn.com/visualsvn/changes/ )
