Cyrillic and tortoise svn cmd

Hi,

I have a filename written with Cyrillic. I want to add the file via cmd using svn add command, but I get an error.
Cmd line:
>> svn add C:\SomeFolder\тест.txt
Error:
svn: warning: W155010: 'C:\SomeFolder\oano.txt' not found
svn: E200009: Could not add all targets because some targets don't exist
svn: E200009: Illegal target for the requested operation

How can I use svn cmd with files that have cyrillic names?
