abysmal merge performance

I've got a bug-fix (feature) branch created from our current release branch.

I only checked out 1 folder containing 249 files.

I modified 2 of those files.

I'm attempting to auto reintegrate the bug-fix branch back to the release branch.

Did a test merge first, after 45mins with memory usage climbing and CPU usage pegged, I canceled the operation.

What am I doing wrong that this would take so long?

Running:
TortoiseSVN 1.9.4, Build 27285 - 64 Bit , 2016/04/24 13:59:58
Subversion 1.9.4, -release
