You mean 1.9.5.27581, right? It *is* the number of TortoiseSVN 1.9.5
and it differs from the number of TortoiseSVN 1.9.4.

Is there any chance that you downloaded and installed TortoiseSVN
1.9.5 before it was officially announced? In such case, you already
have the latest version.
