I think you need to revisit your server configuration, especially the access rights you've granted my account. I wanted to copy BlueBird_Rev_1 to form a new project BlueBird_AOHT... and then check-out BlueBird_AOHT instead of BlueBird_Rev_1. While attempting to create the folder BlueBird_AOHT within lmenwp0 branch, I got access forbidden error. See image that follows.

I can clear the credentials, however Tortoise SVN won't prompt me for new credentials when I try to commit, but will error out as forbidden. From a separate computer this user is able to commit files to this repository.
Tortoise Client is 1.9.???
The SVN server is older, however it's been reliable.
Still though, Tortoise SVN should be able to prompt the user for credentials.
Perhaps this would be a great feature to give the user the authority to explicitly change the credentials.

We used to have the problem that if users didn't enter the login as DOMAIN\username where the text is case sensitive that login wouldn't be possible, however it could always be rectified by clearing the credentials.
