Authorization Error while connecting SVN from Netbeans

I am using tortoise SVN and trying to put authorization based on projects and users.

Please find attached authz file.

Repository location is D:\TortoiseSVN\Rep.
Please find attached screenshot.

We are trying to connect using netbeans…we are getting message..

org.apache.subversion.javahl.ClientException: E170001: Authorization failed

netbeanserror.png – error which we get while trying to connect.

If we use contents of file “authz_success” (attached alongwith) in authz , then we are able to connect.
