Bug: TortoiseSVN service crashes when committing

Hello,
I've installed the 1.9.3 x64 build, and have checked out some files from our SVN server. When I add a new file, or modify an existing one, to/within a given directory, and attempt to commit the directory to the server, the TortoiseSVN service crashes, and I see the drdump reporting prompt pop up, and after this prompt I see the generic Windows crash reporting prompt. I've tried this with several repositories now, and get the same result with all of them.
I noticed that there was a bug report (#699) with the description of "Crash in Commit dialog if bugtraq:logregex property contains non-ascii chars", but I'm not using the bugtraq at this time. I'm also not using Visual Studio, and therefore the resolution to this problem (updating to "Visual Studio 2015 Update 2") doesn't seem to apply to this.
I would greatly appreciate any assistance in resolving this bug. Please let me know what other information is needed, and I'll supply it.
