Issue with renaming files with non-ascii names in repo-browser

Dear colleagues,

Our company use the TortoiseSVN in order to work with our corporate SVN
repository. Unil now we cannot solve the following bug.

I have some files in the repository and the files has non-acsii names
(please see screenshot below). When I'm trying to rename it with
repo-browser, the file name changes into hexidecimal name which is not
readable for users.

I believe I googled very carefully but unfortunatelly I wasn't able to
find the solution.

Could you please help me and explain if this bug ptrncipally can be
fixed, and if it can please show me the right direction how to fix it.
