It's not just newly added folders, it's also folders with a property change
applied.

I'm not sure whether there is a reason (it annoys me as well) but either
way this has been the behavior since at least version 1.6 when I started
using SVN extensively at work. Folders just can't be on change lists in
TortoiseSVN. I'm not sure about the base SVN library or command-line tools.
