You can configure where TortoiseSVN checks for updates, in
Settings->Advanced->UpdateCheckURL.

I'm not sure because this is already set to something non-standard where I
work; I think the path should be something like
http://sourceforge.net/p/tortoisesvn/code/HEAD/tree/trunk/version.txt
