I'd rather have a "fully contained" installation package rather than to
have to explain to everyone around that they need to also install
something else beforehand.
It is even especially disturbing to some people because the installer
says "Windows 10 runtime" which leads to them thinking they will upgrade
to Windows 10 which they want to avoid at all cost for now.
One thing to consider also is that not everyone does all windows
updates, at least not as frequently as they come through because they
may have some serious side effects. That means you can't be sure the
latest (fixed) version is deployed everywhere anyway.

So I vote for the fully contained package, no matter what its size is.
