I would vote for requiring that the distributable be installed manually.

Honestly, thanks to fast Internet connections and bloated software, I don't
think I'd notice if TortoiseSVN got big because of static linking, so I
wouldn't complain if you went that route, but it seems ugly from a
technical perspective.
