Suddenly I found that the icons are back! TTSVNcache is running for both users (though not needed for the other one!) and at least the Normal icon is displayed again.
It may be because I renamed 1TortoiseNormal to add 2 blanks on the start, but after initial reboots it made no difference.
When I next use TSVN to do some updates, I will keep a close eye on the icons!
