BlockPeggedExternals not working

We have externals set to peg revisions.
If I change some files inside this externals, I can commit those, even so we have set the BlcokPeggedExernals to true under Advanced Settings.
I would expect, that I get an error message, that I cannot commit the changes, since they will be commited to head but will not be in this externals as soon that I do an update on it.

This happens since quite some versions, for sure with 1.8.8 and 1.8.12.

Currently, I cannot upgrade to 1.9.1 for the moment, but couldn't find any fixes for it in the release notes either.
