TSVNcache icon overlays missing

When I first installed TSVN a year or two ago the icon overlays worked fine, using Default hence TSVNcache.exe, and just one specific directory included.
At some point they disappeared, and have not been seen since.
But I have just found them again! I happened to notice that TSVNcache.exe was running, but on the other userid defined to this machine. That other user has AFAIK never used or installed TSVN. When I switched to that user, the overlays appeared!
I have tried logging off the other user, but TSVNcache does not start for the main user, even after a restart. If the other user logs on, TSVNcache starts.
Any clues how I stop overlays for the other user, and get them on the main user?
Currently using Win7Pro and TSVN 1.9.0
