Command line tools 1.7.14 and Windows 10

Hi
I upgraded to Windows 10 using TortoiseSVN 1.7.14. If I use the command line (for example svn help), I get the following message: config136: Option must end with "=" or ":".
I reinstalled 1.7.14 (due to compatibility with my svn repository I can't upgrade to 1.9), but the error remains.
Otherwise using the explorer interface TortoiseSVN is running fine.
Any help would be welcome.
