Stefan is not asking you to use the command line tool as part of your
normal workflow, just to help debug this problem which only appears on your
system. As he said, the problem is almost certainly within GitHub who
operate their own git-svn bridge which may not be fully compliant. However,
in order to check that it is a generic problem with Subversion and not a
bug in TSVN he is asking you to try the standard subversion command line
tool to see if that exhibits the same problem.
