If the font name in non-ascii, encoding mismatch

Dear all:
I find a mismatch of encoding of the font name.
If I select font in non-ASCII name then display text by default font.
In the Japanese OS locale, there are a lot of Japanese font name.
However, in the English OS locale, it displayed in alternate English name.
For example 'MS Mincho', 'MS Gothic'.

Log Message: set ANSI
TortoiseUDiff/Blame: set UTF-8
scintilla:
  GDI mode: accept ANSI
  DirectWrite mode: accept UTF-8

I mede a patch(Attachment file).
Encoding I was always to be in UTF-8.
patch based by trunk.
I want apply patch with 1.8.99.x(trunk) and 1.8.x back port.

I'm sorry in strange English.
