Import and Create Repository missing from context menu

I just upgraded from 1.7 to TortoiseSVN-1.8.10.26129-x64-svn-1.8.11.msi and while I have the context menu:

SVN Upgrade working copy
TortoiseSVN->Repo Browser
             Properties
             Settings
             Help
             About

I do not have the Import or Create Repository commands like I used to have. I must now use the command line to Import a new folder into my repository. I was able to use "SVN Upgrade working copy" on old existing repositories and seem to be able to access them fine, but I can't create a new one. Any ideas what might be going on?
