Svn add works without a problem. I can live with using that. It would be really nice to be able to set some test data files (whose content is not public domain) to be ignored.
Upon right clicking an unversioned item in the directory, and subsequently picking the TortoiseSVN context menu item, I get only the standard entries: Repro-Browser, Setting, About, and Help; no 'Add' and (more importantly to me) no 'Ignore'. If I right click a versioned file, I get the expected response with all of the TortoiseSVN options. Getting a screen shot of the context menu is difficult as the menu disappears (as expected) when the pointing device moves out of the menu window.
'Check for modifications' on the directory containing the subject files shows every thing as expected. Versioned files are listed as 'normal' and unversioned files are listed as 'non-versioned'. "Remote text status" and "Remote Property status" for all entries is "???". "Property status" is normal for just two of the versioned files, and blank for All other files.
