So maybe the UI needs improvement?
 
The "SVN Upgrade working copy" is not very clear it seems.

Maybe something like "Activate working copy" or "Enable this working copy" or similar.

Something that says "Make this WC usable with TortoiseSVN" and implies that curently it is in a state that does not work with TSVN.

The dialog that pops up (as in the screenshot earlier) could also be improved (the description in it).
