If you see that option, you need to actually select it first.

It appears if your working copy was created using an older client. It must be upgraded before new clients can work with it.

It's not done automatically because it's a one-way process -- once you upgrade it you can't use it with older clients any more. If you're only using TSVN then this doesn't matter but if you're using a mixture of clients then you may need to upgrade the other clients at the same time or create separate working copies.

Most likely you were using 1.7 before. Upgrading from 1.7 to 1.8 requires upgrading the working copies.
