No overlay icons, limited context menu: v1.8.8 Win8.1/64

We've all seen the reports, usually with no resolution. I've done my research, been through this forum, StackOverflow, Google, etc. No luck. So here's my report.
Windows 8.1, 64bit with TSVN v1.8.8 build 25755
I'm also running TGit but there are no icons for that either. (No surprise, same icons...)
I've had TSVN installed for about a year. I think this happened when I upgraded Windows 8.0 to 8.1, not sure. In that process we need to change from a Windows User login to a Microsoft email account for login. I'm still the only user on this system and should be administrator, though of course some programs must still "Run As Administrator".
To head off the questions, after every change I have rebooted the system.
Checked registry: Ensured TSVN keys are at the top. I initially renamed other keys for SkyDrive, Groove, and Avira, but with no help I just removed them. This was done in both the Wow64 tree and the "plain" HKLM ShellIconOverlayIdentifiers. There are now less than 14 entries under that key.
I tried Repair from the MSI. I completely uninstalled, rebooted, installed, rebooted. I've modified files of course, to see if that triggered a change - no joy. I even completely removed TGit and TSVN, rebooted, reinstalled just SVN, no joy. Note from above that this complete reinistall was done long after the Win8.1 upgrade, so at this point it should be like any vanilla install over 8.1.
I've used Settings to uncheck various preferences, rebooted, changed more - no effect at all.
All files are under c:\Development\... This is not related to the network, USB, etc.
I read that icons might show if Explorer is viewed through a 32bit File>Open dialog, but I'm not seeing that either.
So what can we try to get this stuff working?
