Have you already committed those files, so that they exist in your
repository?

If so, you can try F5 to refresh the folder. If that doesn't work, do
TortoiseSVN->"Clean up..." and uncheck everything except for "refresh shell
overlays" before hitting OK.

If these files are not yet in your repository, you will need to tell SVN to
add them. Either manually select the checkboxes for the new files in the
commit dialog, or use TortoiseSVN->Add to add them explicitly before then
doing a commit.

After that you may need to do the refresh steps I mentioned earlier, if the
icons don't update right away.
