Sorry, but that doesn't make it "definitely a TSVN problem", even
though it looks like it. A lot of people use Windows 8.1 and TSVN, so
there must be something different about your setup. This sort of
problem quite often turns out to be in another shell extension which
is perhaps not checking the return value after executing some
function. The bug was always there, it just hadn't been triggered
before you installed TSVN.

You may have to try uninstalling all other shell extension first,
reinstall TSVN and check that it works, then reinstall the other
shellexes one at a time and see when things break. Alternatively look
at the issue tracker link above and see if anything there jumps out at
you.
