Windows 8.1/SVN Context Menu Problem

Running Windows 8.1 64 bit and Tortoise SVN 1.8.8, also 64 bit

When I right click a folder or file in Windows Explorer, the context menu
appears for about 1 second and then disappears or disappears immediately I
move the cursor into it the context menu. This happens on all folders and
files, not just those under SVN control.

Definitely a Tortoise/Subversion related issue, when I uninstall, the
problem goes away. I found this page on the SVN Forum

but it doesn't help - I haven't changed the config file and deleting the
subversion folder makes no difference.

It was also happening on an older version of Tortoise I was running, not
sure what version it was, probably 1.7, it took me a while to figure out
that it was Tortoise that was causing the problem so I upgraded to latest
version to no avail.

Any suggestions for getting around this?
