No, it's not. And it has always worked that way, ever since
TortoiseIDiff existed.
You have to specify your diff tool for the png extension and/or the png
mime type separately. Since most diff tools only deal with text, image
file extensions automatically use TortoiseIDiff unless you specified
another diff tool for that extension:
Settings->Diff Viewer->Advanced...
Add..
enter ".png" for the extension and your diff tool in the box below.
