how is <user>\AppData\Roaming\Subversion created?

Hi,

I am working in a VM/VDI environment and I would like to push out a change to users 'server' file.

When a new user logs in for the first time, I would like to apply changes to the c:\users\<user>\AppData\Roaming\Subversion\server file when it is created. I am looking to add the ssl-authority-files line.

I am not seeing a "default" folder or somewhere I can adjust my VM image.

Does anyone have an idea on where or how I can do this?
