Hi!

I see something similar, not sure if the cause is the same.

I use v1.8.7 on Windows 7 Pro SP1 64 bit.

Whenever the diff (TortoiseMerge) window is maximized, a big chunk on the right is off screen.
The other TSVN windows do not have this problem (like the Log Messages, Repository Browser, Commit etc.)

One obvious difference between them is that the other windows have normal Look&feel (or Style or theme...), while the TortoiseMerge is... colorful*

I have two monitors, the left one does not have the problem, the right one does.

* - strangely, if I select Windows 2000 in its Style menu, I get some weird (old Mac style?) gray window borders, but if I select Windows 7, I get normal windows decoration (classic style, my OS default preference).
This change do not affect the maximize problem.
This reminded my of a very good (IMO) description of the XP Luna theme: ein Betriebssystem für Kindergarten (by some hackers playing jeopardy on some convention, probably CCC)

I looked and found a couple related issues, all very old, and one recent issue that I think isn't related.

I'm running
TortoiseSVN 1.8.0, Build 24401 - 64 Bit , 2013/06/17 18:15:59 Subversion 1.8.0, -release apr 1.4.6 apr-util 1.5.2 serf 1.2.1 OpenSSL 1.0.1e 11 Feb 2013 zlib 1.2.8

on Win7 Enterprise x64 with a dual monitor setup via a dock.

When I start the repo browser, it is "maximized" on the left monitor (primary, with taskbar). It's trying real hard to be maxed but in fact the left edge extends a handful of pixels into the right monitor.
The maximized window button is set properly though, and the other edges look good.

Restoring and maximizing fixes it. I've attached screen shots.

This seems to only happen on first start, after that max/min/restore work just fine.

I can test, provide more info, etc.
