I don't know whether it will work in your case, but I would try these
two things:

1. Hit the <F5> key on your keyboard to refresh the directory.
Sometimes this fixes icon overlays.
2. Use the "Cleanup" TortoiseSVN command. One of the options in the
Cleanup dialog is to refresh the icon overlays.
