External files not pushed with containing folder commit in TSVN 1.8

My structure is something like:
* _builds/pgb/config.xml (ext: ../../config.xml)
* config.xml

Steps:
1. Change _builds/pgb/config.xml
2. Run commit on pgb folder (directory).
3. config.xml is shown in Commit window.
4. OK

Result:
I see information that Commit is completed, but the file is still sent to the SVN server.

Note that this used to work in 1.7. It works in 1.8 only if I commit just that one file.
