What is the problem you are trying to solve. TSVN only runs when you use a menu item. However, the status cache runs all the time. You can change the status cache setting to none, so it never runs. This means the overlays will only be updated if you press F5 in Explorer or do a cleanup and select "refresh overlays".

But, setting it to none effectively does what you ask.
