Sounds like something more suited to dropbox or onedrive or putting the information on a web site rather than a "document".
If you want your local PC to be accessible to the internet, you would have to set it up with your Router. Also, you probably have a dynamic IP and the URL probably would have to be an IP address. This really isn't a svn question.

I use SVN at work all the time so am very familiar with how it works. I am working on a project for the local high school for which we would like to have many people be able to access a document without changing it, with one owner changing it often so I thought SVN would be a good application by which to do this.
My question is if I set up a "server" on my PC at home (if I am reading the user's guide correctly), when I send out the URL will others be able to access it or would I have to create some sort of web address? (that is beyond my knowledge base).
