Windows 8.1 0x000007b error on all .exe files, no shell integration

I've installed the x64 version of TortoiseSVN, installation appeared to go
without a hitch but no shell integration has taken place. When I try to run
Tortoise manually it crashes out instantly throwing the error code in the
subject line.

Tracking TortoiseProc.exe with dependency walker throws out the following
dependency errors.

API-MS-WIN-CORE-KERNEL32-PRIVATE-L1-1-1.DLL
API-MS-WIN-CORE-PRIVATEPROFILE-L1-1-1.DLL
API-MS-WIN-SERVICE-PRIVATE-L1-1-1.DLL
API-MS-WIN-CORE-SHUTDOWN-L1-1-1.DLL
EXT-MS-WIN-NTUSER-UICONTEXT-EXT-L1-1-0.DLL
IESHIMS.DLL

The above can't be found

MSVCP110.DLL

Error: Modules with different CPU types were found.

The one I'm concerned about is for MSVCP110.DLL as that is a 32bit DLL file
where it should be a 64bit.

Has anyone got any idea how to fix this? I've uninstalled, rebooted,
re-installed, didn't work. I've also installed the MS Visual C++
distributable for 64 bit windows, no joy.

Hope someone can help, I've tried using other clients but would really like
the shell integration, it will make my life much simpler.
