Confirmed, the bug is fixed!

1. Installed:
TortoiseSVN 1.8.99, Build 24951 - 32 Bit -dev, 2013/11/13 19:36:32

Result:
No bug in Log Viewer or Repo-browser

2. Installed:
TortoiseSVN 1.8.99, Build 24950 - 32 Bit -dev, 2013/11/12 21:26:31

Result:
Bug returned

3. Installed:
TortoiseSVN 1.8.99, Build 24951 - 32 Bit -dev, 2013/11/13 19:36:32

Result:
No bug in Log Viewer or Repo-browser

4. Tested with Aero on and off using 24951 (Good idea Michael)

Result:
No bug either way

Big THANK YOU Stefan for solving this. It's very nice to be able to slide my
chat windows across TortoiseSVN with no issues again.
