Cleanup failed?

I'm using "TortoiseSVN 1.8.2, Build 24708 - 64 Bit , 2013/08/27 19:20:39"

I tried to do an SVN delete on a folder, and that failed due to TSVNCache. I killed TSVNCache.exe and tried again, but it told me to do a cleanup first.

So I tried to do a cleanup and got this message:

Cleanup Failed to process the following paths:
C:\dev
Previous operation has not finished; run 'cleanup' if it was interrupted
Please execute the "Cleanup" command.
---
(Seems a bit recursive to me, but I tried it twice and got the same message both times.)
There is no other SVN process running.
Anyone got any ideas what I should do to "cleaup" the cleanup?
