TSVNCache interfering with TortoiseProc?

I'm using "TortoiseSVN 1.8.2, Build 24708 - 64 Bit , 2013/08/27
--- Commit failed (details follow): sqlite[S5]: database is locked Additional errors: sqlite[S5]: database is locked Another process is blocking the working copy database, or the underlying filesystem does not support file locking; if the working copy is on a network filesystem, make sure file locking has been enabled on the file server. --- But if I kill TSVNCache and try again, it always succeeds. (I don't recall this being a problem in previous versions.)
